Not likely, unless it was on sale.
If you find a decent laptop for that price, look for the strings...
A decent laptop will likely run you about $2-300 more than that, depending on the features you want. If you want it truely Vista capable, you're looking for WELL over $1000 if not $2000! If you're looking for an iBook, those are *expensive*!
Surf over to the Best Buy and Manufacturer websites (HP / Toshiba / Sony / etc) or the Chipset manufacturers (Intel or AMD) websites. I'm not sure about the Intel website, but I do know that the AMD website will let you do a search for computers based on price comparison and estimated price range.

I recently got a really nice laptop on ebay for less then $400 dollars. It is able to run windows Vista if I choose to upgrade to it as well as playing movies, burning CD's and a bunch of other things.
Not sure if you will find a laptop brand new under $500 but you could find a really good one on ebay for that price with shipping included.

Check for sales at Best Buy or Staples. Both occasionally feature laptops for under $500. Not top of the line, but certainly internet surfing and basic schoolwork quality.

Dell has a great on for a reasonable price. Check your local store. Or you can contact them on line and buy direct.

if you want a new lap top then you deffinitley aren't going to get one for under 500, but try going to ebay and bidding on one there.

you can get a crappy laptop for under $500.

$500 is a severe limitation when buying a notebook, but here's the best one I could find.
