I disagree. Jeffrey Dahmer, John Wayne Gacy, Ted Bundy, Albert Fish, Carl Panzram, Henry Lee Lucas, Gary Ridgway, Wayne Williams, David Berkowitz, Paul Bernardo, Dennis Rader, Timothy McVeigh and Richard Ramirez are a short list of brutes who never did nor ever will taste freedom.

Because the ability to become a historical brutal killer usually requires enough political power to allow them to get away with it and going after them across international frontiers is politically difficult in the present political climate of nationalist anarchy.
