Setting up a Web site is very easy and if you want to do it for free just go to http://www.freewebs.com

If you have specific requirements (e.g. your own domain) then there are a few things you will need to do to prepare to build your site.

You should learn HTML and you can for free at http://www.w3schools.com/

You will also need an HTML editor, Adobe Dreamweaver is the best and comes with a 30 day trial.

Then you need to find a host, I have several of the most popular free hosts listed below. If you need your own domain and you are willing to pay a nominal fee then http://www.godaddy.com would be your best option.

There are a couple of alternatives in getting your own domain without paying. If you don't mind advertisement on your site Microsoft Office Live Basics offers a free domain http://office.microsoft.com/en-us/officelive/FX101534261033.aspx The only catch is that it will include their logo and link to their service on your site. They are hoping to snag a large share of the market by offering a free domain, hosting and 500MB of storage. It will require a credit card to verify your age.

You can also visit http://www.dot.tk/ and register a free domain but it will end in .tk rather than .com.

You could also try a free Web hosting site like http://www.freewebs.com and then use http://www.freedomain.co.nr/ to get a free sub domain. It will redirect the URL to your site without a long difficult Web address.

this host has a page wizard to make it really fun and easy just click cut paste drop in place
plus has all the advanced tools if you site grows into something more

W3Schools is a great starting point. Learn HTML first.
You'll also probably need to either buy a domain (eg www.yoursite.com) or get a subdomain (eg yoursite.something.com) for your website.
Finally, if you do get your own domain, you'll need "web hosting" too.

My answer would be to go to geocites.com they have a wonderful free website builder they have a simple one and a advanced user one.
