Here are some reasons I could think of why some don't get famous. Some are talented, but they aren't born with certain physical features. Some don't have confidence or never came out of their shell. Some don't want, need, or crave it.

I often think of actors like Johnny Depp, whom I've followed since I was a kid. I knew in my heart he would be famous just by the look of determination in his portraits. He's been around a while, but even when he started he though 21 Jumpstreet was beneath him. How did he have such an authority over his destiny?

Philosophical? Not so much. A reason for getting famous is, like you said, having attributes that make you look 'complete'. In example, physical features, a 'signature' you have in singing/dancing/acting, and money of course. You have to obtain a certain attitude too. Getting famous isn't just about the money and the talent, it's about the energy of that person. The people that crave attention will do anything to get it, the more they want to be noticed, the harder they will work at it. In response, the harder they will work to be in the top, the higher on the fame scale they will be.

Yes, some people are really talented and aren't famous. Part of the reason why is luck, like other people have said. It's kind of like a lottery, the more you play in it, the bigger your chances to win.
Now you can be famous and have no talent (i.e. Britney Spears). People like her get a lot more media attention (which is basically what being famous is right?) because they do stupid/bizzare things and get into the latest tabloids. That's just 'bad famous' not 'good famous'.
So, people either force themselves to be famous by not having too extraordinary of a talent, others have that talent and devote their energy to come into the hotspot.

The truth is more like this: The fame finds you.

Well, not really. The individual must put themselves out there. But in all reality, it's 99% luck. There are so many talented people, but most never get their dream job. It's the only thing an artist can complain about...

some people are dedicated to the goal of being famous; not necessarily in pursuing something that may make them famous, but just "being famous." Some will stop at nothing. I would consider that a disorder before i would consider it success. Then some are famous because they are exceptional at what they do and people love to watch them do it. More power to 'em.
