The green and black wire attaching to my dryer is burnt in two. Did this affect my dryer? Can I get a new cord and my dryer work again?

Buy a new one or risk burning your hair.

Your dryer has shorted to ground. Possibly one of the heating elements has failed. Do not attempt to plug it in till you have it repaired.
