It is not your vagina that is bulging out -- your vagina is the hole and canal for sex and child birth.
It is your "Labia Majora" that would be bulging out, and the reason for it bulging is that the shorts or underwear are too tight around the crutch. Wear slightly looser shorts or jeans and the groove of your crutch will not be noticeable.
Most people, especially guys, think girls who wear tight shorts or jeans showing their "groove" as being cheap and promiscuous.
