I'd like to use the fabric found at the link below to make a shirt dress. Solid black cuffs and collar. Do you think it would be too much plaid?

I think it would be cute, but you'd have to keep your jewelry to a minimum. if you belt it, make sure it's a wide, solid black belt - not another thin stripe to get camouflaged.

Try solid RED cuffs and collar to pick up the red accents in the pattern, and a wide red belt.

I think it would be adorable. Maybe even with red buttons and red piping on the cuffs and collar.
