The problem is that "measure water" is an ambiguous phrase. Do you mean "measure the depth of the water in the river?" or do you mean "measure out a volume of water for a recipe, or mixing concrete?"

Depth of water is measured in meters or fractions of meters, using a lead line or an echo sounder. Or a meter stick, if it's not very deep.

Volume of water is measured in liters or in fractions or multiples of one liter. Use a measuring cup or a graduated cylinder calibrated in metric units.

I have a rice cooker also... 3 and a little-less-than-half cups of water (I believe in rough measurements- bugs the CRAP outta my husband! lol) to 2 cups uncooked rice. I always make 2 cups of rice and use this measurement of water every time. Good stuff.... enjoy! : )
