WOW. This is probably the biggest bundle of misconception I have seen in a while.
"america controls all internet data transfers" - Sorry, not true. The internet is truly an international resource. Every country has access.
"they have no idea how to use it!!" - Good, because the US does know how to use it.
"i bet a couple of hackers can find those terrorists, because the govrn't cant" - It is very likely the US government knows exactly where these servers are located.

To follow up on Davidmi711's post, even though the location of the servers may be known, it doesn't mean that terrorists are standing next to them.
I'm sure that if you did some diligent internet searching, you could find sites like these. I would expect that many (if not most) of them would be in Arabic.
I think the fact that child pornography internet rings get broken up on nearly a weekly basis illustrates the ineffectiveness of "finding the locations of these websites."
Plus, I'm sure they're also a great source of intel.

I have stumbled across these sites, but they rarely last more than 3 days if I can find them. We do not control all internet data traffic and transfer. Whoever told you that was wrong. Did you know that if you tried to put all of the packets of data traveling through the internet at any given point in time on all the hard drives in the world, you would run out of space? Even hard drives still sitting on store shelves, even ones yet to be made. THAT'S how much information is moving at every given point in time. You think we can monitor all of that? All it takes is some guy in Afghanistan to start a web hosting company, and Joe Hussein, who does PR work for Al Qaeda can host his site their until someone tries to shut it down. Shutting it down across country borders is not easy, we don't restrict internet traffic in the US (we can't, that's illegal). It would be a matter of international jurisdiction, we would need a treaty of extradition to even try to shut down the foreign web hosting service.
Their are quite a few hackers capable of finding this information. Many of them turn it over to the government... after ransacking the site somewhat. In fact, as far as shutting these sites down goes, if we can't use legal action hackers are often used to destroy all of the content.
