By enrollment, Penn State is #10

Ohio is #1 if you don't count University of Phoenix which has more students than anyone else.

Ohio
Arizona State
U Florida
U Minnesota - Twin Cities
U Texas - Austin
U Central Florida
Michigan State
Texas A&M
U South Florida
Penn State

I see a pattern with Florida in there... ☺

"University of Phoenix is the United States' largest private university, with 250,000 students, most of them working adults..."

proof that bigger may not always be better or even a valid measure at all.
