What would be a good motherboard and processor to get if???

Question

I want to run Windows MCE 2005 and use the machine as a DVR? I have an Emachines but its 5 years old and I think its time to upgrade. Please done list the newest and best stuff because Im not going to pay 700 for a motherboard Im looking for cheap and reliable here. Thanks!
