A day care is not a valid business in OFB because customers come by at random, not on schedule. Since no toddlers are customers, a day care wouldn't work. (Unless you're having an adult day care, where they pay to play, lol.)

My sister who is a Sim's fanatic says that you cant I believe you have to get an EP they are not usually able to bring the toddlers out of their lot. You may want to try to open a business appealing to the children and put the podium in where they charge by the hour.

I don't think you can since, toddlers aren't allowed on community lots or houses other than their own.
The only way you can do it is to, make one character and make her related 11 different kids.
