The credit card debt is the responsibility of both the primary and the secondary cardholder. The only way the debt is not your the authorized user.

The primary cardholder, co-applicants, and/or co-signers are equally responsible for the debt. Authorized users are the only types of card holders that are not financially responsible.

No - if there is a primary card holder and another card holder (child/spouse/etc) then they too are responsible.
Whoever has permission to sign is going to be held liable.
