The rascals will get their pet initiatives passes one way or another. Add-ons, earmarks, and other nonsense goes on all the time.
The electorate has to get smarter or the system will continue to get worse.
A fiscally responsible President helps, but the voters seem to prefer other attributes much more.

I remember Reagan withholding money to run government agencies for just that reason. It is bull crap.
