Yes. They are a total scam. They have been known by many other names including First Books. Listen to Maryn - she knows of what she speaks.

Nope. Ask them for titles of books they've sold. Ask if they have reading or editing fees. If the answer is yes to the second question, they are an editing service and not an agent.

Oh, and register your script before you send it off. At least send a copy by registered mail back to yourself and DON'T open it. Write the title and date on the envelope and file it. Chances are you'll never have a manuscript stolen, but it's always good to be safe.

I have. They're a total scam, with no sales at all. They also charge authors fees real agents do not, and refer them to their own businesses for editorial services which do not make the work salable.
