I would say the NY Football Giants.
They have looked both great and awful this year.
I wouldn't say the Browns. They have won 5 out of 6, and three out of their four losses have come to Pittsburgh and New England.

There are a lot of them this year. I'll just list the top 3.
1. Chargers. They beat good teams, then lose to horrible teams. I'm a Chargers fan, and I don't really understand what's going on at all.
2. Titans. They went 6-2 with Albert Haynesworth, and then they went 0-3 without him. Either this team has no identity, or Haynesworth is 1000 times more important than any other player on the roster (yes, that includes you, Vince Young).
3. Saints. Remember when this offense could move the ball on a consistent basis. Also, are the Saints EVER going to find someone to start at the #2 cornerback spot who doesn't immediately become the laughingstock of the NFL?

That can be said about at least half of the AFC West. Denver and San Diego are both about as inconsistent as it gets. They're both decent teams on paper.....but that only plays out in reality once in a while.
I might even add the Chiefs in this category...but they just don't have that much talent in the lineup right now so I expect them to lose more.
Not sure what's going on with the Saints and the Bengals.....

Chargers, Saints and Eagles definitely come to mind right off the back. The Bears are another team as well. Ooh and I almost forgot about the Arizona Cardinals. Oops one more I'm sorry about that but I have to add the Redskins as well. Those teams are just too inconsistent from week to week.

Eagles - they have looked dominant and/or like one of the top teams in the league in a few games (Lions, Pats, even Green Bay where they lost on 2 muffed punts). In other games, they looked pathetic or average.
Cardinals are an honorable mention - they beat the steelers, lions, and seahawks, but they lost to the 49ers.... TWO TIMES!

Denver is like the toy surprise in the Cracker Jack box. The prize is great or it sucks.

Sadly for Houston the Oilers version 2 doesn't have any identity whatever. They could win out and few people would even acknowledge their existence.

Chargers. and any team in the west really, I mean if you can go 8-8 and win your division I think there's a real lack of character on all those teams.
