Usually yes. Although some mortars require a latex additive.
Read the instructions on the mortar bag.You should find the answer there.
FYI,The mortar is refered to as thinset.

Yes..it should give direction on the container...just remember one thing you can add water to a mix...but you cant take it out...to much water you will need another bag of mix...buy 2 bags just in case, you can always take it back if you don't need it...better to have to much than not enough

You can do it by hand with a stick or but a hd mixing attachment for your drill where you buy the thinset. Better have a good drill though

Yes, if you are using the dry mix in a bag. If it is premixed, in a container, just mix it up before using.
