Wainscotting is a way of covering a wall. Normally 36" up from the floor. It is a process, not a material. I have never heard of doing something like this to a floor.

Wainscoting is that wood (usually pine wood) that you find in rooms as decoration, or accent, about 4 feet up the walls (from the floor up). Usually the surface is not smooth, as it is somewhat fluted, because it is considered "decorative".
Neither quality, the soft wood (pine), or the fluting (because it is not smooth) would lend itself to being installed as flooring.
So, sure you could use it, but not being suitable, it would be hard to clean, and would wear rapidly.
I *think* you would want hardwood flooring.
