I am going to teach in China for a year or two. I am contacting several foreign employment agencies. Most of them are asking for a copy of my passport. Is it safe to give? Should I fear about an identity theft or a passport theft here?

Giving a COPY to a legitimate employment agency is fine. Most highly repressive governments like China will require a copy of your passport to process a visa application.

When you GET to China, you'll have to surrender your actual passport while you're in the country.

The Chinese like to be sure no-one can leave in a hurry.

The instructions on your passport application are specific in advising that you do not give your passport to anyone unless ordered to by a court of law to stop you leaving the country.
There is a very lucrative market for black market passports which change hands for thousands of pounds. Knowingly giving your passport to someone with the possibility of it being altered or copied could result in you being taken to court and even a possible prison sentence. DON'T give your passport to anyone.

I think copying a U.S. passport is illegal.
