Not necessarily. In most cases, I have become aware of a person I wanted to be friends with either through the Friend Finder or because I saw that a friend of mine added that person as a friend. The Friend Finder will search your e-mail address book (if you are using certain e-mail services) and check to see if the e-mail addresses in your address book are associated with accounts on Facebook. You can then send friend requests to those people if you wish. You can get to the Friend Finder by clicking on the downward-facing arrow next to "Friends" and choosing "Find Friends".

facebook doesnt show who just randomly made a profile...

u need to go in and add freinds..
and if they have freinds that know u or want to add u..
then they might send u a freind request
