Although the instructions above will open a terminal, the original 'undelete' program has long since been removed. You may want to use the free program freeundelete to attempt to recover your files. While you can get get into a "command window" from XP, most of the DOS command have been removed, including the "undelete". Since XP stores files differently from DOS, the command would be useless.
Instead, go to http://www.recuva.com and download the free file undelete program from there. If the files have not been overwirtten already, it will be able to recover them for you.

As much as start>run>cmd will get you into a command prompt, DOS has been removed from Windows XP and the command prompt is not true dos.
Reboot in safety mode to get rid of unwanted files.

if files cannot be deleted in windows, it will also not be deleted in dos. I think those files are active/open files and computer will prevent you from deleting it.
Try to boot in safe mode (F8 just before window booting logo comes) (and may be in command prompt mode (dos mode) there) and then try to remove it.
