Yes it is a secret code for smart people. The smart people are trying to indirectly make all unintelligent beings feel inferior by saying things that only hint or produce the smallest amount of curiosity that they may have said anything sarcastic at all. The true intentions of these manipulative characters are kept secret and are often people with elevated arrogance, a demeaning presence and lots of free time. /end sarcastic stuff

i think so, i'm sure you've had many an encounter (much like i have) with people who are like "huh" while drooling on themselves after you say some thing sarcastic.
or getting offended and being all pissy... man those are the worst

NO! It is a way for defensive face saving. Humans who use sarcasm usually have low opinions of themselves. They use this ploy to put off others. Very impolite.
