The cops make the decision to arrest. The DA makes the decision to prosecute.
DAs decide not to prosecute for a variety of reasons.
No, charges are not automatically filed. And charges can be filed and later withdrawn.

In my neck of the woods you can be held for 20 hours without charges.

yes. you will have to appear in court to resolve it. either in jail time, or with a fine. I've been through it myself.
