As far as made-up names go, Tenley is really cute! It's still pretty clean and simple, and definitely not as freakish as Mahkenzhie or whatever lol. And I actually think Ten is a cute nickname. Since you're going with a 'made-up' name with one, then you definitely need an equally creative name for the other. Otherwise, it won't be fair and one twin will probably end up resenting the other lol. Generally for twin names, I also advise that you don't do the whole 'match-y' thing - like Tenley and Henley, or Tenley and Tia for instance lol. That just sounds annoying, and the kids will be stuck as a pair for the rest of their lives.
Other names I think might sound nice with Tenley are: Tenley and Haven, Tenley and Ever, Tenley and Dane, Tenley and Dia... and I can't think of any more lol. Tenney is another cool name that could be a variation on Tenley, if you're interested.
As for middle names, I would definitely go for 'normal' names, just for them to fall back on later in life. Like Tenley Jane and Haven Alexandra, for example. Or Tenley Elisabeth and Ever Victoria. Something like that.

Tenley is a really cute and imaginative name! If you are have twins, both girls and you sort of want them to have matching names but still have their own identities, then choose McKinley. You could call them Tennie and McKinnie. I just think it is so adorable. THey really are a cute pair.
