No, but it will probably mean that you have to wait for longer while they check you and the car out, make sure it's not nicked etc It's an acceptable form of ID these days. Why not carry it? I don't drive and don't have a valid passport. Try opening a bank account without either and see how long it takes to open it, especially if you're living with a friend or relative and can't produce a "utility" bill in your name!
But "no", you will not get any points (in the UK) if you do not produce a licence on the spot. You will be told to produce the documents within 3 days (I think) at your local police station and woe betide you if your documents are not in order or you don't turn up. Then they send out the ARU or even worse, Customs and Excise :).

No you don't. You will need to produce the licence to the police station within 7 days if required. If you do not have BOTH parts (photocard and counterpart) of the licence then you will have to apply for a new one. DONT do this by post because it takes 15 working days to process. As log as no personal details have changed (name/address etc) then you can do it over the phone or the internet. Phone is the quicker option at the moment as the online system is still new and can take a few days to process. Call DVLA on 0870 240 0009 , 8am till 8.30pm mon - fri. The licence will cost you £22 and is payable by debit or dredit card.

No, if you have committed an offence that requires production of your license you get 7 days to present to your nearest police station. Failure to do so will attract additional charges and or fines. If the offence is very serious and you do not have your license on you the police may arrest you at the time if they are concerned you will abscond

If you are in Britain then no, you are told to go to the police station the next day with your licence. Don't know if it's the same in thte States though.

This would depend on the offence committed, not all offences are 'endorsable'.
You would be required to produce your licence which would then be taken by the Police and sent for points to be endorsed before being returned to you.

If you are in the UK it is not obligatory for you to carry your license. The police will give you a few days (I think 7) to produce it at your local police station.
