Hi! okay so
i have a yard each of YELLOW and PINK fabric it's not stretchy just your classic stiff unwashed fabric.
I want to make this skirt:

i have a sewing machine, elastic, fabric.. and i can sew.. i just don't know how to make the ruffles!

Yours will look a little different because hers is a cartoon, after all, and it's 3 colors, where you have 2 colors. But yours will still be cute.

I would start with a store-bought pattern for a simple a-line mini skirt with a waistband. Use 2/3 of one color for the bottom layer and the waistband, and save the rest of that color for the top ruffle.

Sew your middle layer onto the bottom layer, about halfway down where its top edge will be hidden by the top ruffle.

Then baste the top ruffle to the bottom layer and sew both layers to the waistband. Hem all 3 ruffles, or trim them or whatever you are planning to do, and you've got a cute skirt.
