It's not really a scary series, but "His Dark Materials" by Philip Pullman is a great series for older readers. The series has witches in it, but they don't really play a huge role in the story.

The first book is The Golden Compass
The second is The Subtle Knife
and the third if The Amber Spyglass.

Stephen King's son, Joe Hill(King), has written a very scary Ghost story called "The Heart Shaped Box". Very spooky.
