Having been in industry for several years any operating budget was predicated on the sales activity to be generated. What support staff was required, the salaries and expenses generated by that staff and the activities of marketing and distribution of the product or services rendered were predicted. Compliance to the budget was expected and any deviation had to be explained. All our operating reports were generated with the actual expenses, the budgeted expenses, the deviation from the budget and explanation for any over or under which exceeded a pre stated dollar amount was to be explained by the manager in charge of the activity.
