These are my all time favorites. Mostly free, and loaded with great stuff! They do ask for donations, but you don't have to, and you don't have to register!

Xmsims has a lot of nice hairs for download
genesims lots of nice skins
The Sims Resources some of it is pay, but there are still a lot of nice free content.

http://www.modthesims2.com is the best free site out there. You have to register, but there's nothing on there that you have to pay for, and the quality is extremely high.
