Scan it with a virus scan... although some of the newer trojans can't be detected (I've had a lot of fun with those).

Best way is to just trust the person giving you the program.

If the program given is a custom built piece of software your virus protection will not pick up the virus. That's because the person who wrote the program wrote the code. Virus protection only works when the offending code is documented and looked for by the scanner. Unless the program is attacking known services that are standard with Windows operating systems (assuming you're using windows) such as FTP annihilations those are picked up by scanners automatically anymore. If the code written is a back door trojan it will not be caught by your virus protection programs.

If the software is a commercially sold software and you are still unsure you have two options. Install the software on another computer I prefer Virtual Ware Machines that I can destroy with a click of a button, but you may have to use a computer elsewere. The second option is to place the cd or dvd or what ever media the file is on and right click that drive and scan it with your anti virus software or start the AV software a specifically tell it to scan those files.

It wouldn't hurt to make a restore point on your computer before you go and do anything with this program that way you "should" be protected in case of meltdown. No installing it in safe mode will not make it OK or remove any viruses. Even though that does sound like what "safe mode" should do.

When a computer is in Safe Mode, it only allows the minimal files need for Windows to run. It will not let you install a program while in Safe Mode. Even if it did, being in Safe Mode would not protect you from anything harmful in the new program.

Trying editing with some information about what program it is, and then it will be easier to tell you how (or if) to install it.

If you see any security warnings on trying to load it cancel the install. Unfortunately there are some things that could conceivably do some damage before this happens, but very few. Safe mode will not help ifit decides to delete all your files.

I recommend just downloading and prepare to install and if your security center pops up saying something harmful is on it immediatley abort
