I am going to be tanking BS in Computer Science. I had an average of a 3.0gpa in high school and a 21 on my act.
My number one school I want to go to is
1.University of Illinois at Chicago: You think this school would take me?
2.University of Illinois-Urbana: How bout this one?
3.University of Chicago:?
4.Northwestern:?

For UIC, you would be at the bottom quarter for both GPA and ACT for the Engineering college. Computer science is in that college. To have a chance, you'll have to apply early.
You'll have no chance at UC, UIUC, and NW.

U of Chicago and Northwestern--definitely not. Your GPA and ACT scores are too low. Probably not U Illinois Chicago; maybe U Illinois at Urbana. You really need some safeties on your list--and targets, too.
