uh...America doesn't have Prime Minister's. Prime Minister is a British term, used with a parliamentary system not a republic. If you're referring to who among the British PM's was most favourable to US policies...that's a different question than written. From my viewpoint, I would suggest possibly Mr Blair, but not being British, I can't say for certain.
