I believe the stated purpose of the Surge, reference G. Bush, was to provide a grace period for the Iraq government to effect political reforms that would lead to a lessening of the civil war. As there have been no actions by the Iraq government, none, zero, nada, why shoudl she eat her words. I believe the former camander of US troops has just labeled it a complete failure.

The people I see eating their words are the people who leave the Bush administration and publicly admit to what a disaster the Bush term in office has been.
I don't see Iraq becoming a tourist destination any time soon. BTW people could safely vacation in Iraq before the war. And I'd never send my children to the Middle East to help "liberate the Iraqi people"
