Start a budget. Work out all the stuff you are spending money on that you don't actually need. It may include drink, tobacco, a car (if you can get to work by public transport or bicycle instead), your TV (books are great) your landline if you have a cellphone, etc. Get rid of them.
See if you can get a part-time job.
Build up credit with a credit union by saving. Then you can take out a loan from them at a reasonable rate. Otherwise try your best to stay out of debt.
I presume by dependencies you meant children or whatever. If you are dependent on substances then you are always going to be broke for two reasons: (a) they will use up all your money and (b) they will sap your will to work.

Make the right choices by maybe getting a job, something productive. If by dependencies you mean children or people dependent on you providing for them, I would advise you to be more careful in future and not get yourself in such situation.

Never been there. I simply made wise financial choices before I became broke. You can do it too. You simply need to take better care of your money.
