It only happens when I am at a complete stop, but when I press on the gas it goes away. I have no idea at all.

sounds like the bag may be loose or something else loose in the same area. get it to do it, and start pushing and pulling on things and see if the noise stops. many times you can use foam tape to stop annoying little buzzes and rattles.

the 98 and 99 did that one of chryslers little screw ups theres nothing you can really do about it sorry
