The X is the kiss. In Europe, before the majority of people could read and write, they would occasionally have to sign documents. since they couldn't write their names,they made an X and kissed the X in front of witnesses to show that they acknowledged that this was their mark. (types of documents were legal--marriage contracts, bill of sales, legal contracts, etc.)
This is why the X represents the kiss.
I don't know when the X was first used as a love note kiss. Somewhere along the way someone added the O to represent a hug--I suppose because when you wrap your arms around someone, you've made an O with your arms.
