Setting up a Web site is very easy and if you want to do it for free just go to http://www.freewebs.com

If you have specific requirements (e.g. your own domain) then there are a few things you will need to do to prepare to build your site.

You should learn HTML and you can for free at http://www.w3schools.com/

You will also need an HTML editor, Adobe Dreamweaver is the best and comes with a 30 day trial.

The best free one is NVU.

Then you need to find a host, I have several of the most popular free hosts listed below. If you need your own domain and you are willing to pay a nominal fee then http://www.godaddy.com would be your best option.

There are a couple of alternatives in getting your own domain without paying. If you don't mind advertisement on your site Microsoft Office Live Basics offers a free domain http://office.microsoft.com/en-us/officelive/FX101534261033.aspx The only catch is that it will include their logo and link to their service on your site. They are hoping to snag a large share of the market by offering a free domain, hosting and 500MB of storage. It will require a credit card to verify your age.

You can also visit http://www.dot.tk/ and register a free domain but it will end in .tk rather than .com.

You could also try a free Web hosting site like http://www.freewebs.com and then use http://www.freedomain.co.nr/ to get a free sub domain. It will redirect the URL to your site without a long difficult Web address.

If you currently are a web subscriber, your current provider offers a homepage into which you can FTP your current webpage(s) [which can be authored/designed using NotePad, MSN Word, FrontPage, DreamWeaver, etc.] and use the homepage hosting services. In a sense, you are hosting a commercial webpage via the homepage link and incurring merely the monthly access of, say, AOL.com, etc. Nevertheless, should you want to link your current domain name to the homepage URL, you'll need to use a third-party redirection service, i.e., mydomain.com [which is free] or simply direct your domain name registry, i.e., godaddy.com to forward your domain name [with masking] to the link it to your homepage URL. It's that simple.

Good luck!

Download Nvu (pronounced new view) from here http://www.download.com/Nvu/3000-2048_4-10412422.html.
It is free and easy to use.
It allows anyone to create a web page and manage a website without any technical expertise or knowledge of HTML

There are literally hundreds of different areas that offer there services to make a site.
A couple of things to remember none are 100% Free.
I personally went with Yahoo's Geocities, because they offer.
Domain Name Service.
Web Hosting Service.
Software, to Develop and Maintain your site.
The Software is very easy too use and is considered to be a form of What You See Is What You Get. thus allowing you not to need any HTML knowledge.

I have a website through "1and1 internet". It's not free though. It's $10 a month, but it's easy to build for those of us who don't know html, and it has tons of features, including your domain name, email addresses, etc...
