fren baby daddy is the most godawful phrase in the world.
If you mean your friend's child's father wants to voluntarily surrender his parental rights, there is a form that will need to be filed with the court. Whether you need an attorney to draft it or not is up to you. It must be official, typed, on numbered paper, etc., not crayon on toilet paper, if you know what I mean.

Unless the "fren baby daddy" is signing away his parental rights so that some other man can adopt the child, he's scum. This is an attempt for him to get out of paying child support. It may or may not work. In some states, a judge will allow a person to voluntarily terminate parental right, but not terminate parental responsibilities.

It sounds to me lik your friend needs to consult a family law attorney in your state. She has certain rights and the child has certain rights, and those rights include a duty to support from the child's father. For a referral, contact your local or state bar association.
