It was a mistake that he made in a speech 10/04/01. Since we weren't in Iraq at the time, you obviously don't know what you're talking about.
Here is the link to the entire speech, the quote is in the very last part of it.

You've got time to pour over a speech President Bush made way back in 2201??? I wished I had your life, wait a minute, you don't seem to have one!

Oh My God! Bush misspoke! How rare and unusual for him!
He meant to say, "we will NOT fail", but he obviously screwed up.
And you think this means something? How pathetic!

He actually did say that. And the context was the so-called "War on Terror." His apologists and sycophants and followers and other obedient believers dismiss it as a slip, saying he obviously meant "succeed" rather than "fail." But it seems a pretty big slip, considering this is the allegedly what "our generation has been called to do" (another GWB gem) except not his kids or the kids of the wealthy or the kids of Senators or the kids of anyone with money, power or privilege.

you need some context there.
**
"On the war in Iraq" is not context. You need to be more specific in what he was talking about. If I asked, "We have only the king left and the opponents have a king, a rook, and a queen. What do you think?" and the answer was "There's not a doubt in my mind that we will fail" that would make sense. You need more specifics.

Why did you ask the question if you knew the answer and why are you taking it all out of context? And why are you all about bashing him when he'll be out of office soon? Shouldn't this energy you are using to hate be used on supporting the your choice of candidates?

Why would he say something like this? Because of the CONTEXT, which is totally lacking in this question.
What was he replying to? He must have said that in response to a question of some sort, or in a speech talking about something... What was said before it?? That's what you really need to answer this question.
