No poverty is a heart string issue, and there is very little true poverty in the USA. The poverty level is calculated every year and is about 12,000 dollars a year and less, but that number does not include government assistance like welfare subsidized housing medical care, elder care, and tons of other money already given to that person or family. And if you are poor and waiting on the government to help you then you will always be poor. Hunger is an excellent motivator.

No matter what happens there will be people who make less than the average.
Thus you cannot eliminate poverty unless you can ensure that everybody makes the same amount of money.

Poverty is an integral and necessary part of any capitalistic system. Simply put, "haves" can not exist without the "have nots". You can not eliminate poverty without a socialistic redistribution of wealth. Anybody telling you that they have a plan to eliminate poverty without forcing the rich to give up their wealth is blowing smoke up your skirt.
