Put your curser in the Task Bar and right click. Make sure there is no check in the "Lock the Taskbar". No put your curser in the Task Bar and hold down the left mouse button and drag the bar to were you want it. Be sure to lock the bar again.

Right click on it, look were it says luck the toolbar, remove the mark, drag the bar back.

It might depend on your operating system. You can drag it or find the handles and drag it or check the options to lock or unlock it. This page might help explain the options.
