Musharraf has begun the process by relinquishing his title of military commander and taking an oath of office as a civilian president.
In order to restore democracy completely, he needs to schedule open elections, with no repression of opposition parties and candidates. Whether or not this can be done is another question.
While Musharraf may not offer up any opposition, there are plenty of groups within Pakistan that may do so on their own. Sunni moslems, Shi'a moslems, Al Qaeda terrorists, home-grown terrorist organizations, the oppostion parties themselves, the military, etc.
Unless everyone concerned is willing to sit back, let the elections take place, and then accept the results for whatever they may be, it is unlikely that elections will do any good in Pakistan at the present time.

ME i'm an Indian - ie from the so referred to as arch rival of Pakistan - to me observing Pakistan, to dat Mushraf (nevertheless as quickly as has been the final Heading a conflict against India) has been the final heading Pakistan till ultimately date!! Democracy in Pakistan may be over pushed my the reliegious clerics and a set of noticeably curropt politicians like the Bhuttos and Sherifs and to be frank the form of Pakistan have been the final for the duration of PRez. Mushraf's time.

It is difficult from what I have heard in the news, I think education in what it means to be democratric society is still needed, this is the obvious.
These people have never lived in such a society, they want it they know it is a better way of life with constitutional rights for all, its easy to say on paper and I'm sure most understand the principal as well as any of us do, we shall see as one of the others have said. Good question

Musharraf needs to take off the military uniform, restore the constitution and hold elections. He seems to be responding to requests in that direction from the international community. We shall see...
