That is normal. Earplugs cut down on noise, but they can't eliminate it. There is still a medium for the sound to get to the eardrums, so sound will still get through.
Try and ask her to cut down on the sound. Just make sure you do it nicely, then maybe she will listen.

I feel for you. Perhaps you can get a superior form of ear plugs and maybe a set of head phones that cover the whole ear. Play some chamber music on it while you study and that could produce enough white noise through your earplugs to drown out the woman's voice and laughter.
It's a hard thing to deal with because you can't go to the girl and ask her to shut up! She's just living her life and it happens to interfere with your work. Nothing you can do on her end but maybe plugs with earmuff phones on chamber music can solve it. A complicated solution to be sure but then the problem is rather complicated as well eh?

You might want to invest in some more expensive ear plugs or just start listening to music to drone out the noise. The tube connecting my ear to the part of my head that processes the sound was completely plugged but I could still hear since you can hear through the bone.

Yes it is ear plugs do not make you deaf to the rest of the world, my suggestion either find another place where you can relax and do your work or find just play the one song when you do get a moment of piece and quiet, everytime you get the chance to study peacefully play the same song, eventually you will associate the song with studying

Ear plugs only filter out higher frquencies. Get thee to a Bose web page for headphones. Don't be cheap, your studies are too important.

Your ears are complex. Sound echoes through the scull.
Even children who have tons of scarring from surgery and infections will tell you they hear clearer when they block their ears ... Try wearing a hat to cut the sound vibrations through the scull. (+ the ear plug)

Yes, you can normally hear through earplugs. I wear them refereeing at skeet and trap shoots and have to be able to hear the shooters call for targets.
Have you considered a pair of noise-cancelling headphones?

There are different kinds of earplugs. You have to get the ones that can handle the highest decibel possible. Even then, you may hear some things.
