Water heaters have two trades involved, maybe three if it's oil fired. Plumbers should be called if there is a problem with the water or gas. If it's electric and the problem is not a water leak or concern (water flows in and out) then you would call an electrician if no hot water to check the breakers or heating element. And of course if it's oil fired, an oil burner tech if there is water and no leaks.

Call a plumbing service. Most likely when they start acting up you will have to buy a new one. Try Sears, Home Depot or Lowes about purchasing a new one. They may have some suggestions about inexpesive installation.

A Plumber. If it is leaking from the tank, it will be a replacement rather than repair. If it is electric, it could be as simple as replacing an element.

It depends on the problem. If its electrical/heating, its the electrician and if the plumbing/water flow, its the plumber.
