Ok assuming that all the other answers dont work, and the cd drive is broke(more than likely if you have to resort to opening the drive by pin method more than a couple of times).
You'll end up replacing the cd drive....

This is something you can do for yourself..so don't end up paying a technician to do it.

Purchase a new cd/dvd drive.
If you only have a cd drive..you can replace it with a dvd drive if you're using windows XP.

Disconnect the tower from its cables.
Look for the case opening clips....if it's a dell they're usually on the top..slide and lift off the lid and base...so you can see the chasis.
Locate the defective drive and unclip the small power cable and the data cable.
loosen the 4 retaining screws on the sides holding the drive in place and slide the drive out of the case to the front.

Take your new drive and look on the back....you'll see where the data cable go'es..where the power cable go'es...and a small port marked on the case..."master/slave"
Theres a little jumper clip that has to be set to the same as your old drive before putting your replacement drive back in.

And as all the good manuals say.....replacement is the direct reverse of removal.

Open with a paper clip / blunt end of a pin, with the door open feel underneath and you will notice a rack = ridges on the left and the right side is smooth. Get a cotton bud and put a very small amount of sewing machine oil on it and run it across both sides be careful not to get the oil all over the place!! use a very small amount. It must be sewing machine oil any other oil will be too heavy and give you even more trouble. I think that will fix it. It did for me. If not you may need a new drive.

There's a little hole next to the button. Get a paperclip and unbend it and push the end through the hole to open the cd draw. Same applies to both desktops and laptops.

Does the led on your cd drive flash when you start your computer ? If no, then it doesn't have the power connection. If yes, then the problem can be anything and rather difficult to diagnose here.

If it is a tower PC - look closely - you'll see a small hole - get a paper clip and straighten it - then push gently but firmly into the hole - the draw should slide open

Go to "My Computer" and right click on the icon for your CDR drive. Click on "Eject" and see what happens. Usually that works for me.
