It's not, There are 3 common configuations:
On Top
On the Bottom
Side By Side
The On-the-bottom bin is the most efficient as cold air doesn't spill out when you open it but they're not really convenient to use IMHO. You have to root around to find things and the extended bin gets in the way.
Side by side is the most convenient but the units are extra wide and and not relatively efficient
The common on-top units are inexpensive and reasonably convenient.

FYI. The freezer is on top of the refrigerator in the United States. In Europe they put them on the bottom.

This was not always the case, freezers used to be on the bottom, and now with side by side refrigerators, freezers are placed on the left side.

Its only a matter of convenience whether the Freezer is on top or bot of the frig. The cooling is done by fan forced air.It can be routed either way .It does not affect the Cooling power.

It's not always there, but that's the logical place to put it. Cold air is denser than warmer air, so having the freezer on top means the cool air will naturally fall throughout the refrigerator compartment, causing it to be coolest on top and mildest at the bottom.

It isn't.
Since heat rises it is necessary to place some cooling at the top of the compartment in order ot avoid temperature stratification within the compartment.
