Almost anyone and almost any page. After some nonsense with stupid statements posted to real people's bios, they started guarding and monitoring changes to some.
If someone posts erroneous information and guards the item, it is very difficult to post a correction as they change it right back.

Yes, you don't have to register to edit. But some pages are protected and can only be edited by registered users who've had an account for more that 3 days.

Yes, you can but you have to have an account to create a article of your own
plus as with the amount of vandalism done by anon users (non account users, recogisable as they have an IP number as opposed to an account name) it is very difficult to other editors to be nice to them, so i would always recommend anybody to start an account themselves and it is a simple process
Another advice is to leave an edit summary to not make look as you have vandalised a page considering this to some...
anon users+no edit summary=vandalism

Yes. Once you create an account, you can edit pages. Some, however, are locked from time to time and are not able to be altered. They also track IP addresses, so if your vandalize, they can lock out your IP. Luck 2U.
