i did B.A in economics and Education and an M.A in development studies would like to persue more studies any where in the world currently am school teacher in Uganda.in need of individual or organisation for sponsorship at a PHD level.who can help and under what conditions ?

At least in the U.S., if you apply for a Ph.D. program and are accepted, you are also given a fellowship to pay for the program and basic living expenses. At some schools, these come in the form of a teaching or research assistantship. The point is, that you don't need someone to sponsor you if you are accepted, at least not in this country.
