Because on a concrete road, the tires always have friction. Therefore, they're always able to push off of the concrete and propel the car forward, which creates speed.

On a bumpy road, there isn't constant friction, so in the moments that the tires aren't touching or pushing away from anything, they're needlessly spinning and not accomplishing anything.

Assuming that both cars have the same net thrust acting on them to accelerate them parallel to the mean surface of the concrete AND Assuming the same weight, gravitational force vector, vehicle shape, wind conditions, and density of air, etc... the following is true: The dominant decelerating force is rolling resistance. The rolling resistance in a car occurs where the rubber of the tire is bent. The coefficient of rolling resistance depends on the air-pressure, the type of rubber used in the tire, the geometry of the tire AND the surface of the road. Bumpy concrete makes the tire bend more than smooth concrete. The car stops accelerating (and keeps a constant speed) when its thrust and its drag are equal. The car stops accelerating sooner on bumpy concrete because of the higher rolling drag force.

because there is nothing to slow it down. it is faster for you to walk on concrete than bumpy grass too isn't it?

Not sure I understand the question. My car goes just as fast on a bumpy road as it does a concrete road, and around here all the concrete roads are bumpy. Apparently not many companies know how to lay smooth concrete.
