THW use gambling to revise economically depressed zones. pls. give me your opinions. tnx

"THW" ? An abbreviation that I don't understand!

Gambling may provide finance for developing depressed zones! The question that arises is "who gambles"? The problem with this "solution" is it creates depressed areas - economically depressed persons are the ones who can least afford to loose money gambling and are the ones most likely to do it.
